This issue arises because a new player does not automatically lead to collection of scores for this player and then publication of a new bulletin.
Once a new player has been entered (whether manually or via a poll of an external player source e.g. Twitter List), the score for this new user will recorded when either new data entries are added manually or when data entries are collected at the next poll of the data collector.
The new user player will then show up on the leaderboard when the next bulletin is published.
